Apr\u00e8s les formalit\u00e9s d\u2019ouverture, le premier point concernait le groupe majoritaire, dont le maire s\u2019est content\u00e9 de lire la composition. Mais tout le monde avait compris, d\u00e8s l\u2019ouverture de la s\u00e9ance, un sous-entendu&nbsp;: Numa Isnard, conseiller municipal ayant candidat\u00e9 aux l\u00e9gislatives sous l\u2019\u00e9tiquette LR et donc en concurrence avec le maire, ne fait plus partie de la majorit\u00e9 et \u00e9tait donc install\u00e9 en bout de tables, l\u00e0 o\u00f9 se trouvent les \u00e9lus d\u2019opposition. Toutes les d\u00e9l\u00e9gations li\u00e9es \u00e0 sa participation \u00e0 la majorit\u00e9 municipale ont plus tard dans la r\u00e9union \u00e9t\u00e9 supprim\u00e9es et il y a \u00e9t\u00e9 remplac\u00e9. Ni l\u2019int\u00e9ress\u00e9, ni le maire n\u2019ont fait de commentaires, et donc La Gazette n\u2019en fera pas non plus.<\/p>\n\n\n\n<p>Xavier Tamby, conseiller d\u2019opposition, est intervenu pour expliquer que, \u00e0 la suite de son \u00e9chec \u00e0 l\u2019\u00e9lection l\u00e9gislative le maire devait d\u00e9missionner. Philippe Laurent est pass\u00e9 au point suivant.<\/p>\n\n\n\n<p>Ces derniers temps, d\u2019autres ont jou\u00e9 le m\u00eame jeu pour r\u00e9clamer la d\u00e9mission du pr\u00e9sident de la R\u00e9publique, pourtant \u00e9lu il y a seulement deux mois, parce qu\u2019il n\u2019a pas obtenu aux l\u00e9gislatives la majorit\u00e9 absolue qu\u2019il souhaitait. D\u2019autres (ou les m\u00eames) avaient contest\u00e9 la l\u00e9gitimit\u00e9 du m\u00eame pr\u00e9sident en raison du nombre \u00e9lev\u00e9 d\u2019abstentions. Curieusement, les m\u00eames se sont f\u00e9licit\u00e9s de l\u2019\u00e9lection de d\u00e9put\u00e9s de leur camp, malgr\u00e9 une abstention deux ou trois fois plus \u00e9lev\u00e9e en pourcentage\u2026<\/p>\n\n\n\n<p>On pourrait objecter que le score du maire le 12 juin a \u00e9t\u00e9 loin d\u2019\u00eatre ridicule et que c\u2019est dans sa ville qu\u2019il a obtenu le meilleur score. Comme on pourrait observer que les d\u00e9put\u00e9s soutenant le pr\u00e9sident sont nettement les plus nombreux. Mais ce n\u2019est pas la vraie question&nbsp;: le maire et le pr\u00e9sident sont l\u00e9gitimes pour la dur\u00e9e de leur mandat du fait de leur \u00e9lection. Aucun autre scrutin ne peut changer cela. Le r\u00e9sultat d\u2019un scrutin ne saurait s\u2019appliquer \u00e0 un scrutin diff\u00e9rent.<\/p>\n\n\n\n<p>Il en est de m\u00eame pour la maire de Paris, qui n\u2019a pourtant recueilli que 2,17% des suffrages dans sa propre ville lors de la pr\u00e9sidentielle. Ce score dans un scrutin qui n\u2019a rien \u00e0 voir ne change pas sa l\u00e9gitimit\u00e9 comme maire.<\/p>\n\n\n\n<p>On peut m\u00eame aller plus loin&nbsp;: contester la l\u00e9gitimit\u00e9 d\u2019un \u00e9lu \u00e0 effectuer son travail d\u2019\u00e9lu est une attaque contre la d\u00e9mocratie. Quel que soit le pr\u00e9texte de cette contestation, qu\u2019elle repose sur son score (\u00ab&nbsp;le mal \u00e9lu&nbsp;\u00bb), sa comp\u00e9tence ou son assiduit\u00e9, elle reste une remise en cause majeure principes de r\u00e9partition des pouvoirs et de s\u00e9paration des \u00e9lections qui donnent l\u00e9gitimit\u00e9 \u00e0 ces pouvoirs.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le conseil municipal de Sceaux tenait s\u00e9ance ce jeudi 23 juin.
