{"id":5231,"date":"2021-12-03T09:32:58","date_gmt":"2021-12-03T08:32:58","guid":{"rendered":"https:\/\/sceaux-lagazette.fr\/?p=5231"},"modified":"2022-10-17T18:18:36","modified_gmt":"2022-10-17T16:18:36","slug":"sceaux-et-le-rer-velo","status":"publish","type":"post","link":"https:\/\/sceaux-lagazette.fr\/index.php\/2021\/12\/03\/sceaux-et-le-rer-velo\/","title":{"rendered":"Sceaux et le RER v\u00e9lo"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Rappel du contexte<\/h2>\n\n\n\n<p>Ce jeudi 25 novembre, le conseil municipal de Sceaux tenait <a rel=\"noreferrer noopener\" href=\"https:\/\/www.sceaux.fr\/conseil-municipal-du-25-novembre-2021\" target=\"_blank\">s\u00e9ance officielle<\/a>. La <em>Gazette<\/em> a <a rel=\"noreferrer noopener\" href=\"https:\/\/sceaux-lagazette.fr\/index.php\/2021\/12\/02\/echauffements-sur-le-plan-velo\/\" target=\"_blank\">rendu compte<\/a> du premier point de l\u2019ordre du jour qui concernait \u00ab&nbsp;les mobilit\u00e9s douces&nbsp;\u00bb, avec d\u2019une part l\u2019approbation du plan \u00ab Sceaux \u00e0 v\u00e9lo 2022-2026 et d\u2019autre part l\u2019adh\u00e9sion au comit\u00e9 d\u2019itin\u00e9raire de la <em><a rel=\"noreferrer noopener\" href=\"https:\/\/www.veloscenie.com\/\" target=\"_blank\">V\u00e9losc\u00e9nie<\/a><\/em>. Les questions li\u00e9es au passage par Sceaux d\u2019un futur <a href=\"https:\/\/rerv.fr\/\" target=\"_blank\" rel=\"noreferrer noopener\">RER V<\/a> n\u2019y ont \u00e9t\u00e9 abord\u00e9es qu\u2019incidemment, peut-\u00eatre parce qu\u2019elles concernent des voies d\u00e9partementales. Nous nous proposons d\u2019y revenir ici<\/p>\n\n\n\n<p>Les mesures prises par le pass\u00e9 pour faciliter le v\u00e9lo \u00e0 Sceaux, comme celles propos\u00e9es cette fois, ne font pas vraiment d\u00e9bat en elles-m\u00eames. Le d\u00e9bat vient du fait que certains les trouvent insuffisantes, parce qu\u2019elles ne comprennent pas la mise en place de voies r\u00e9serv\u00e9es, c\u2019est-\u00e0-dire de pistes cyclables. Le maire et son adjoint en charge des mobilit\u00e9s d\u00e9fendent l\u2019id\u00e9e de cohabitation des voitures et des v\u00e9los sur les m\u00eames voies, et Patrice Patt\u00e9e l\u2019a encore affirm\u00e9 dans <a href=\"https:\/\/www.zoov.eu\/fr\/blog\/sustainable-cities\/comment-sceaux-encourage-la-culture-du-velo-sans-pistes-cyclables\" target=\"_blank\" rel=\"noreferrer noopener\">un article r\u00e9cent<\/a>.<\/p>\n\n\n\n<p>Dans les plans pr\u00e9c\u00e9dents, l\u2019\u00e9quipe municipale \u00e9tait all\u00e9e jusqu\u2019au bout de ce qu\u2019elle pensait possible sans g\u00eaner les autres usagers. L\u2019association <em><a href=\"https:\/\/mdb-idf.org\/category\/nos-relais-locaux\/sceaux-a-velo\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sceaux \u00e0 v\u00e9lo<\/a><\/em> lui a propos\u00e9 de nouvelles id\u00e9es qui ont \u00e9t\u00e9 en grand partie accept\u00e9es.<\/p>\n\n\n\n<p>Pour aller plus loin, c\u2019est-\u00e0-dire mettre en place des pistes cyclables qui ne seraient pas interrompues tous les 50 m\u00e8tres, voire moins, il faut prendre des mesures difficiles, consistant par exemple \u00e0 enlever de nombreuses places de stationnement. On peut se demander si c\u2019est justifi\u00e9, mais on peut surtout se demander si cela a vraiment un sens si les communes voisines n\u2019offrent pas l\u2019\u00e9quivalent.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le projet \u00ab&nbsp;RER&nbsp;\u00bb V<\/h2>\n\n\n\n<p>Il se trouve que les partisans du v\u00e9lo et des pistes cyclables, regroup\u00e9es dans des associations en Ile de France, ont su convaincre la pr\u00e9sidente de r\u00e9gion d\u2019un projet r\u00e9gional de RER v\u00e9lo. Le sch\u00e9ma initial de ce projet pr\u00e9voit le passage de deux \u00ab&nbsp;lignes&nbsp;\u00bb \u00e0 Sceaux.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"803\" src=\"https:\/\/sceaux-lagazette.fr\/wp-content\/uploads\/2021\/12\/carte_rer-v_region-1024x803.png\" alt=\"\" class=\"wp-image-5233\" srcset=\"https:\/\/sceaux-lagazette.fr\/wp-content\/uploads\/2021\/12\/carte_rer-v_region-1024x803.png 1024w, https:\/\/sceaux-lagazette.fr\/wp-content\/uploads\/2021\/12\/carte_rer-v_region-300x235.png 300w, https:\/\/sceaux-lagazette.fr\/wp-content\/uploads\/2021\/12\/carte_rer-v_region-768x602.png 768w, https:\/\/sceaux-lagazette.fr\/wp-content\/uploads\/2021\/12\/carte_rer-v_region-1536x1204.png 1536w, https:\/\/sceaux-lagazette.fr\/wp-content\/uploads\/2021\/12\/carte_rer-v_region-2048x1606.png 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>La ligne GC (pour grande ceinture on peut le supposer) devait passer par la D60 et donc la rue Houdan, y compris la place du g\u00e9n\u00e9ral de Gaulle. Un projet alternatif par la D75 (avenue Jean Perrin) a \u00e9t\u00e9 avanc\u00e9.<\/p>\n\n\n\n<p>La ligne B3 devait initialement passer par laD63, et l\u00e0 aussi un projet alternatif par la coul\u00e9e verte a \u00e9t\u00e9 propos\u00e9.<\/p>\n\n\n\n<p>Le projet de RER V restructure le d\u00e9bat sur les pistes cyclables. Il envisage de grandes voies r\u00e9serv\u00e9es au v\u00e9lo passant par Sceaux ou \u00e0 sa limite, avec un d\u00e9bit important. On imagine qu\u2019il n\u2019est pas possible de pr\u00e9voir des pistes cyclables dans toutes les rues. Reste alors \u00e0 d\u00e9battre des lieux o\u00f9 il faut pr\u00e9voir des pistes r\u00e9serv\u00e9es aux v\u00e9los&nbsp;: l\u00e0 o\u00f9 cela semble ais\u00e9 \u00e0 faire (avenue Le Notre&nbsp;?), \u00e0 proximit\u00e9 des \u00e9tablissements scolaires (rue Constant Pilate et Emile Morel\u2026&nbsp;?) ou en d\u00e9bouch\u00e9 du RER V (D67&nbsp;?) \u2026<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Quelles mobilit\u00e9s demain&nbsp;?<\/h2>\n\n\n\n<p>Nous avons aujourd\u2019hui dans la population des personnes qui pr\u00e9f\u00e8rent la voiture, d\u2019autres qui pr\u00e9f\u00e8rent marcher ou circuler \u00e0 v\u00e9lo ou en transport en commun. Mais il y a aussi un nombre cons\u00e9quent de personnes qui pratiquent indiff\u00e9remment les diff\u00e9rents moyens de d\u00e9placement, en fonction de la disponibilit\u00e9 dudit moyen, de la longueur du d\u00e9placement et d\u2019autres contraintes particuli\u00e8res.<\/p>\n\n\n\n<p>Si la voiture a connu un d\u00e9veloppement extraordinaire depuis 100 ans, c\u2019est bien parce qu\u2019elle a beaucoup d\u2019avantages individuels. On prend aujourd\u2019hui conscience qu\u2019elle a aussi un certain nombre d\u2019inconv\u00e9nients collectifs, en particulier \u00e0 travers des pollutions diverses. D\u2019o\u00f9 l\u2019id\u00e9e de favoriser les autres solutions.<\/p>\n\n\n\n<p>Le <a rel=\"noreferrer noopener\" href=\"https:\/\/www.societedugrandparis.fr\/\" target=\"_blank\">Grand Paris Express<\/a> (GPE) va tr\u00e8s probablement modifier en profondeur les conditions de d\u00e9placement en transport en commun. Il aura fallu au moins 15 ans pour les premiers r\u00e9sultats, mais ce r\u00e9seau sera probablement tr\u00e8s structurant. On le voit aujourd\u2019hui avec le tram 10 en cours de construction : des \u00e9tudes <a href=\"https:\/\/tram-t10.iledefrance-mobilites.fr\/le-prolongement-de-la-ligne-a-letude\/\" target=\"_blank\" rel=\"noreferrer noopener\">sont en cours<\/a> pour d\u00e9finir comme le faire aboutir \u00e0 une gare de la future ligne 15 de ce GPE.<\/p>\n\n\n\n<p>Il aura fallu au moins 15 ans pour que les premiers r\u00e9sultats arrivent. Il faudra probablement encore de nombreuses ann\u00e9es pour que des lignes compl\u00e8tes du RER V voient le jour, mais on peut faire l\u2019hypoth\u00e8se que ce futur r\u00e9seau sera \u00e9galement structurant pour les am\u00e9nagements locaux.<\/p>\n\n\n\n<p>Il est dommage que la question de son passage sur la ville de Sceaux n\u2019ait pas fait l\u2019objet d\u2019une r\u00e9flexion plus approfondie lors de ce conseil municipal. Des d\u00e9cisions importantes sont en effet en train de se prendre. La premi\u00e8re concernait le passage du GC : par le D60 (c\u2019\u00e9tait le projet initial) ou la D75 (cela semble \u00eatre la solution pr\u00e9f\u00e9r\u00e9e). Pourquoi pr\u00e9f\u00e9rer une ou l\u2019autre de ces deux solutions ?<\/p>\n\n\n\n<p>La seconde concerne la voie B3 : faut-il passer par la D63 ou par la Coul\u00e9e verte ? Les usagers de cette derni\u00e8re voient bien tout l\u2019inconv\u00e9nient qu\u2019il y aurait \u00e0 y implanter une \u00ab autoroute v\u00e9lo \u00bb de 4 m\u00e8tres de large. Et si l\u2019objectif est de remplacer la voiture par des modalit\u00e9s plus propres, c\u2019est la solution D63 qui devrait s\u2019imposer.<\/p>\n\n\n\n<p>Peut-on sugg\u00e9rer \u00e0 nos \u00e9lus d\u2019envoyer une d\u00e9l\u00e9gation en visite de cette Coul\u00e9e verte et de la D63 pour \u00e9valuer l\u2019impact du passage d\u2019une voie B3, pour en rapporter leurs constats lors d\u2019une future s\u00e9ance du conseil ?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rappel du contexte Ce jeudi 25 novembre, le conseil municipal de Sceaux tenait s\u00e9ance officielle.
