Il a particip\u00e9 \u00e0 une table ronde lors des Rencontres nationales du transport public qui se sont tenues \u00e0 Toulouse du 28 au 30 octobre 2021. A l\u2019issue de cette table ronde, il a accept\u00e9 de r\u00e9pondre \u00e0 nos questions.<\/p>\n\n\n\n<p><strong>LGdS<\/strong>&nbsp;: Les atouts des mobilit\u00e9s alternatives \u00e0 la voiture ont \u00e9t\u00e9 bien d\u00e9crits pendant la table ronde. Mais on peut estimer qu\u2019il a aussi une marge de progression en r\u00e9duisant le besoin m\u00eame de d\u00e9placement autre que p\u00e9destre. Cette approche urbaniste, comment la situez-vous dans les projets de transformation des mobilit\u00e9s&nbsp;? Comment voyez-vous les conditions de succ\u00e8s des politiques urbaines des municipalit\u00e9s&nbsp;?<\/p>\n\n\n\n<p><strong>FH<\/strong>&nbsp;: Il faut d\u2019abord rappeler ce que sont les distances parcourues aujourd\u2019hui. Le d\u00e9placement domicile-travail n\u2019est pas le motif dominant, m\u00eame s\u2019il est le motif structurant<a href=\"#_ftn2\">[2]<\/a>. On constate un nombre important de petits d\u00e9placements, je veux dire inf\u00e9rieurs \u00e0 15km. Ce qui est d\u00e9j\u00e0 beaucoup, mais un cycliste moyennement entra\u00een\u00e9 le fait facilement. En France cela choque, mais aux Pays-Bas ou au Danemark, c\u2019est tout \u00e0 fait courant<a href=\"#_ftn3\">[3]<\/a>.<\/p>\n\n\n\n<p>Il y a vingt ans, quand je parlais de 3km comme d\u2019une distance facilement accessible \u00e0 tout cycliste, on me regardait avec de grands yeux. On trouvait que j\u2019exag\u00e9rais. Et puis, on est pass\u00e9 \u00e0 5km&nbsp;; cette distance est devenue normale. Maintenant avec un VAE, 10km paraissent tr\u00e8s raisonnables. Et je peux vous dire que, m\u00eame sans assistance \u00e9lectrique, 15km sont \u00e0 la port\u00e9e de beaucoup. Cela d\u00e9pend du type d\u2019am\u00e9nagement. S\u2019ils sont vraiment roulants<a href=\"#_ftn4\">[4]<\/a>, c\u2019est facile. Le long du canal de l\u2019Ourcq, cela ne pose aucun probl\u00e8me<a href=\"#_ftn5\">[5]<\/a>.<\/p>\n\n\n\n<p>Une bonne part des d\u00e9placements individuels peuvent \u00eatre r\u00e9alis\u00e9s autrement qu\u2019en voiture. Il y a certes les modes actifs, mais il y a aussi les v\u00e9hicules interm\u00e9diaires, j\u2019entends par l\u00e0 les v\u00e9los sp\u00e9ciaux, mini-voitures, voitures sans permis, voiturettes, deux roues car\u00e9n\u00e9es. Ils sont souvent moqu\u00e9s, mais c\u2019est dommage. Ce sont des atouts de sobri\u00e9t\u00e9 \u00e9nerg\u00e9tique. Ils p\u00e8sent bien trois fois moins qu\u2019une voiture, consomment trois \u00e0 quatre fois moins. Pourquoi les n\u00e9gliger&nbsp;?<\/p>\n\n\n\n<p>J\u2019en viens maintenant \u00e0 l\u2019urbanisme<a href=\"#_ftn6\">[6]<\/a>. La localisation des lieux d\u2019habitation, de travail, de services peut \u00e9voluer, mais bien plus lentement. En fait, cela d\u00e9pend des activit\u00e9s. Le commerce est assez agile&nbsp;; il se red\u00e9ploie si les conditions sont favorables. Si la grande distribution est mise face \u00e0 des contraintes qui privil\u00e9gient les super plut\u00f4t que les hyper (destructeurs d\u2019environnement), elle s\u2019adaptera. D\u2019ailleurs, c\u2019est d\u00e9j\u00e0 en cours. Il est donc possible de relocaliser la grande distribution sur un temps court.<\/p>\n\n\n\n<p>Pour les emplois, c\u2019est plus compliqu\u00e9 et cela d\u00e9pend du type d\u2019emplois. Aux entreprises \u00e0 fort coefficient de main-d\u2019\u0153uvre, il faudrait envoyer un signal fort qui les am\u00e8ne \u00e0 se localiser pr\u00e8s des transports publics. Je n\u2019invente rien&nbsp;; dans de nombreux pays, c\u2019est d\u00e9j\u00e0 la r\u00e8gle<a href=\"#_ftn7\">[7]<\/a>.<\/p>\n\n\n\n<p>En ce qui concerne les services publics, il y a des adaptations qui sont n\u00e9cessaires<a href=\"#_ftn8\">[8]<\/a>, mais des d\u00e9m\u00e9nagements en p\u00e9riph\u00e9rie pour de raisons de rentabilit\u00e9 devraient \u00eatre associ\u00e9s aux impacts environnementaux. Les clients doivent souvent prendre la voiture pour atteindre des lieux, inaccessibles sinon.<\/p>\n\n\n\n<p>D\u2019une fa\u00e7on g\u00e9n\u00e9rale, c\u2019est un ensemble de logiques d\u2019implantation qui serait \u00e0 revoir. Et il faudrait outiller tout cela, avec des mesures comme le co\u00fbt carbone.<\/p>\n\n\n\n<p>Quand Ikea annonce \u00e0 grand bruit publicitaire son implication \u00e9cologique, beaucoup les croient, mais c\u2019est faux&nbsp;! Les meubles sont jetables&nbsp;! Ils ont d\u00e9truit les productions locales au profit d\u2019une production mondialis\u00e9e qui g\u00e9n\u00e8re des flux en tous genres.<\/p>\n\n\n\n<p>Une armoire normande, on la gardait toute sa vie. On la transmettait m\u00eame \u00e0 ses enfants. Je suis conscient qu\u2019on n\u2019a pas toujours envie de garder des meubles toute sa vie et Ikea nous persuade que non. Ce que je veux souligner ici, c\u2019est que, \u00e0 c\u00f4t\u00e9 des d\u00e9placements et des localisations, il y a le mode de vie.<\/p>\n\n\n\n<p><strong>LGdS<\/strong>&nbsp;: Constatez-vous, dans le cadre de votre travail de chercheur, de nouvelles prises de d\u00e9cision, de nouveaux types d\u2019action qui iraient dans le sens que vous dites&nbsp;?<\/p>\n\n\n\n<p><strong>FH<\/strong>&nbsp;: Beaucoup se posent des questions, mais je crois avant tout que c\u2019est du c\u00f4t\u00e9 de la nouvelle g\u00e9n\u00e9ration qu\u2019il faut porter le regard. Quand elle est mise en face des r\u00e9alit\u00e9s, elle chercher des solutions. On peut rire de certains choix \u00e0 la mode, le v\u00e9gane, la fixette sur l\u2019alimentation locale qui, si on y regarde de pr\u00e8s, n\u2019est forc\u00e9ment une bonne id\u00e9e. Il faut certainement aider \u00e0 faire le tri. Mais il existe de tr\u00e8s nombreuses solutions. Il faut les explorer. Je vous parlais des v\u00e9hicules interm\u00e9diaires&nbsp;; ils existent. Certes, ce n\u2019est pas un id\u00e9al, mais ils disent que la voiture n\u2019est pas un ind\u00e9passable.
