{"id":45102,"date":"2026-01-14T09:46:31","date_gmt":"2026-01-14T08:46:31","guid":{"rendered":"https:\/\/sceaux-lagazette.fr\/?p=45102"},"modified":"2026-02-06T20:31:28","modified_gmt":"2026-02-06T19:31:28","slug":"transports-publics-en-ile-de-france-aujourdhui-et-demain","status":"publish","type":"post","link":"https:\/\/sceaux-lagazette.fr\/index.php\/2026\/01\/14\/transports-publics-en-ile-de-france-aujourdhui-et-demain\/","title":{"rendered":"Transports publics en \u00cele-de-France, aujourd\u2019hui et demain"},"content":{"rendered":"\n<p>Le 12 d\u00e9cembre 2025, Marie-Catherine Poirier, secr\u00e9taire g\u00e9n\u00e9rale de l\u2019association des usagers des transports d\u2019\u00cele de France, r\u00e9pondait \u00e0 l\u2019invitation de <a href=\"https:\/\/transition-ecologique-chatenay.fr\/\">Transition \u00c9cologique Ch\u00e2tenay-Malabry<\/a> (TEC) \u00e0 l\u2019\u00e9cole \u00e9l\u00e9mentaire Thomas Masaryk.<\/p>\n\n\n\n<p>Marie-Catherine Poirier est pr\u00e9sidente de <a href=\"https:\/\/assoautclamart.wordpress.com\/\">l\u2019Association d&rsquo;Usagers des Transports (AUT) de Clamart<\/a> et des communes voisines&nbsp;: c\u2019est bien en voisine qu\u2019elle \u00e9tait venue, avec comme objectif d\u2019\u00e9voquer l\u2019organisation et le fonctionnement des transports en Ile de France, les dossiers en cours, et les dossiers sp\u00e9cifiques au sud des Hauts-de-Seine. On ne retiendra ici que quelques-uns des points pr\u00e9sent\u00e9s.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2e r\u00e9seau le plus dense du monde apr\u00e8s Londres<\/h2>\n\n\n\n<p>En 2024, on a compt\u00e9 4,4 milliards de d\u00e9placements en transports en commun en \u00cele-de-France. Un volume consid\u00e9rable, obtenu gr\u00e2ce \u00e0 un r\u00e9seau qui compte 16 lignes de m\u00e9tros (14+ deux lignes \u00ab&nbsp;bis&nbsp;\u00bb), 5 lignes de RER, 9 lignes de Transilien,14 lignes de tramways et trams-trains et environ 1500 (&nbsp;!) lignes de bus.<\/p>\n\n\n\n<p>IDF Mobilit\u00e9s, qui g\u00e8re cet ensemble, investit r\u00e9guli\u00e8rement pour prolonger des lignes ou en cr\u00e9er de nouvelles. Dans le sud des Hauts-de-Seine, il y a eu r\u00e9cemment la mise en service du T10 et le prolongement de la ligne 4 jusqu\u2019\u00e0 Bagneux.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Organisation et financement<\/h2>\n\n\n\n<p>Cr\u00e9\u00e9 en 1959, le Syndicat des Transports Parisiens (STP), dans lequel l\u2019\u00c9tat \u00e9tait majoritaire, coordonnait les activit\u00e9s r\u00e9gionales de la SNCF et de la RATP (90% du total) et d\u2019autres acteurs locaux. En 1975, est cr\u00e9\u00e9e la carte orange, valable pour toute l\u2019Ile de France. L\u2019ann\u00e9e 2000 voit la cr\u00e9ation du Syndicat des Transports d\u2019\u00cele-de-France (STIF), sous tutelle de la R\u00e9gion. L\u2019\u00c9tat va ensuite progressivement transf\u00e9rer toutes ses pr\u00e9rogatives \u00e0 celle-ci. En 2017, le STIF devient \u00cele-de-France Mobilit\u00e9s (IdFM).<\/p>\n\n\n\n<p>Les ressources sont r\u00e9parties environ ainsi&nbsp;: 33% pour la vente des titres de transport, 48% pour la contribution des entreprises, 15% pour les collectivit\u00e9s locales (dont r\u00e9gion IdF&nbsp;: 51%&nbsp;; Paris&nbsp;: env. 30%&nbsp;; 92&nbsp;: env. 8%&nbsp;; le reste autres d\u00e9partements), 2% pour l\u2019\u00c9tat et 2% pour les Amendes, taxes, publicit\u00e9s. Le budget total est d\u2019environ 13 milliards d\u2019euros.<\/p>\n\n\n\n<p>Le COVID a fait baisser les d\u00e9placements et les recettes, alors que les d\u00e9penses \u00e9taient globalement stables. Depuis, la fr\u00e9quentation repart (sans atteindre le niveau pr\u00e9c\u00e9dent, du fait de la mont\u00e9e du t\u00e9l\u00e9travail et du v\u00e9lo).<\/p>\n\n\n\n<p>L\u2019\u00c9tat a pr\u00eat\u00e9 2,6 milliards d&rsquo;euros sur 16 ans \u00e0 IDF mobilit\u00e9s et a accept\u00e9 une augmentation du \u00ab&nbsp;versement mobilit\u00e9&nbsp;\u00bb pay\u00e9 par les entreprises de Paris, du 92, du 93, du 94. Un accord a pr\u00e9vu une augmentation annuelle des tarifs sup\u00e9rieure de 1% \u00e0 l\u2019inflation (l\u2019offre augmente dans le m\u00eame temps).<\/p>\n\n\n\n<p>Chaque cr\u00e9ation de ligne se traduit par une mise en concurrence depuis plusieurs ann\u00e9es (par exemple les tramways et trams-trains de T9 \u00e0 T14). Fin 2025, la processus de mise en concurrence de toutes les lignes de bus s&rsquo;est termin\u00e9 avec l&rsquo;attribution des lignes de Paris. Des lignes de Transilien font \u00e9galement l&rsquo;objet d&rsquo;appels d&rsquo;offres pour exploitation (L, J, N+V), avec la pr\u00e9sence de diff\u00e9rents acteurs comme Transdev, K\u00e9olis, des filiales de la RATP ou m\u00eame les transports milanais.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Mise en service du Grand Paris Express<\/h2>\n\n\n\n<p>La mise en service de la ligne 15 Sud entre Pont de S\u00e8vres (92) et Noisy-Champs (limite 93\/77) a \u00e9t\u00e9 report\u00e9e \u00e0 avril 2027 mais on craint de nouveaux retards. L&rsquo;exploitant sera RATP Dev.<\/p>\n\n\n\n<p>Lignes 15 Ouest et (Nord) Est&nbsp;: mises en service toujours pr\u00e9vues pour mi-2031.<\/p>\n\n\n\n<p>Ligne 16, entre Noisy-Champs et St Denis-Pleyel (93)&nbsp;: exploitant Keolis (filiale SNCF)&nbsp;; mise en service pr\u00e9vue en 2 temps, fin 2027 et fin 2028.<\/p>\n\n\n\n<p>Ligne 17, entre Le Mesnil-Amelot (77) et Saint-Denis-Pleyel (93)&nbsp;: exploitant Keolis (filiale SNCF)&nbsp;; mise en service pr\u00e9vue en 3 temps, fin 2027, fin 2028 et fin 2030.<\/p>\n\n\n\n<p>Ligne 18, entre l\u2019a\u00e9roport d\u2019Orly (94) et Versailles-Chantiers (78)&nbsp;: exploitant Keolis (filiale SNCF)&nbsp;; mise en service pr\u00e9vue en 3 temps, fin 2026 (entre Massy-Palaiseau et le Christ de Saclay), fin 2027 (entre Massy-Palaiseau et l\u2019a\u00e9roport d\u2019Orly) et fin 2030 (entre Massy-Palaiseau et Versailles-Chantiers).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Qualit\u00e9 de service du RER B<\/h2>\n\n\n\n<p>La qualit\u00e9 de service (en particulier la ponctualit\u00e9) s\u2019est d\u00e9grad\u00e9e depuis longtemps. En 2013, la cr\u00e9ation d\u2019une direction unifi\u00e9e de la ligne entre SNCF et RATP a permis un premier progr\u00e8s, insuffisant. Ceux que les travaux g\u00eaneront n\u2019ont rien \u00e0 gagner \u00e0 ce prolongement et ceux qui ont \u00e0 y gagner ne sont gu\u00e8re concern\u00e9s par les g\u00eanes li\u00e9s aux travaux&#8230; &nbsp;<\/p>\n\n\n\n<p>Une concertation pr\u00e9alable a eu lieu en 2023 qui a conduit IDFM \u00e0 privil\u00e9gier la solution tunnel, \u00e0 l\u2019int\u00e9rieur de laquelle il y a des alternatives&nbsp;: \u00e0 lire<strong> <\/strong><a href=\"https:\/\/sceaux-lagazette.fr\/index.php\/2023\/04\/22\/le-prolongement-du-t10-en-debat\/\">Le prolongement du T10 en d\u00e9bat<\/a><\/p>\n\n\n\n<p>Une enqu\u00eate publique est \u00e0 venir, en 2026.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les bus<\/h2>\n\n\n\n<p>Apr\u00e8s le Covid, un d\u00e9veloppement positif a conduit \u00e0 l\u2019installation d\u2019urgence de \u00ab&nbsp;coronapistes&nbsp;\u00bb pour les v\u00e9los, p\u00e9rennis\u00e9es ensuite sans r\u00e9flexion d\u2019ensemble et au d\u00e9triment de plusieurs lignes de bus (par exemple lignes 194, 388, 475).<\/p>\n\n\n\n<p>De nombreux am\u00e9nagements locaux de voirie sont d\u00e9favorables aux bus, dont les parcours peuvent \u00eatre affect\u00e9s (et rallong\u00e9s) provisoirement pendant des travaux ou parfois d\u00e9finitivement, au d\u00e9triment de leurs usagers.<\/p>\n\n\n\n<p>Au vu de la d\u00e9gradation actuelle de ce mode de transport se pose la question&nbsp;: comment sera consid\u00e9r\u00e9, prioris\u00e9 le r\u00f4le des bus dans les transports en commun dans nos secteurs&nbsp;?<\/p>\n\n\n\n<p>On ne peut que remercier l\u2019oratrice qui a su pr\u00e9senter les choses de mani\u00e8re constructive et non pol\u00e9mique donnant une image positive du r\u00f4le que jouent les associations comme l\u2019AUT comme interlocuteurs cr\u00e9dibles des pouvoirs publics et des op\u00e9rateurs de transport.
