Nous en venons maintenant aux v\u00e9los. Chacun a en t\u00eate l\u2019image du facteur cycliste et on se doute qu\u2019\u00e0 la Poste la transition n\u2019a pas \u00e9t\u00e9 un petit projet.<\/em><\/p>\n\n\n\n<p>Le projet VAE (V\u00e9los \u00e0 Assistance Electrique) avait d\u00e9marr\u00e9 d\u00e8s le d\u00e9but des ann\u00e9es 2000. Les premiers achats sont faits sur \u00e9tag\u00e8re aupr\u00e8s de Cycleurope (ex Cycles Peugeot) qui int\u00e9grait un pack \u00e9lectrique Panasonic (moteur, p\u00e9dalier, batteries, contr\u00f4leur)<s>.<\/s><\/p>\n\n\n\n<p>Mais l\u2019\u00e9quation \u00e9conomique est difficile. Un v\u00e9lo normal de la poste co\u00fbte environ 500\u20ac. Avec la technologie Panasonic il passait \u00e0 environ 2.500\u20ac soit 5 fois plus. La direction financi\u00e8re oppose un refus net. On se met alors \u00e0 chercher un VAE d\u2019un prix acceptable, certes plus cher que le v\u00e9lo normal, mais pas au-del\u00e0 du double environ. Panasonic d\u00e9cline et les fabricants sont difficiles \u00e0 trouver \u00e0 ce prix.<\/p>\n\n\n\n<p>Un <em>benchmark<\/em> au niveau mondial est alors men\u00e9 aupr\u00e8s des postes \u00e9trang\u00e8res. L\u2019essentiel de la production provient de Chine et \u00e0 Taiwan. L\u2019industrie des deux roues \u00e9lectriques y est d\u2019une dimension absolument \u00e9norme. Les fabricants de VAE ou de cyclomoteurs (pas besoin de p\u00e9daler) et de batteries sont tr\u00e8s nombreux mais dans la majorit\u00e9 des cas \u00e0 partir de technologies assez rustiques utilisant majoritairement de lourdes batteries Plomb\/ acide. En avance sur les autres pays, la Chine avait d\u00e9j\u00e0 proc\u00e9d\u00e9 \u00e0 une \u00e9lectrification massive des deux roues, avec entre 80 et 100 millions de VAE en circulation alors qu\u2019il y a 10 ans le march\u00e9 europ\u00e9en plafonnait \u00e0 200.000. Il faut donc identifie, s\u00e9lectionner, les industriels qui maitrisent la technologie Lithium-Ion pour obtenir des produits acceptables par nos utilisateurs. A noter l\u2019excellence de la direction technique de la Poste \u00e0 Nantes qui a su s\u2019adapter pour tester et valider les produits.<\/p>\n\n\n\n<p>Sylvain Fresnault visite quelque 50 usines de batteries au monde et devient sans doute celui qui en a le plus visit\u00e9\u00e0 l\u2019\u00e9poque.<\/p>\n\n\n\n<p>Il trouve des appuis de haute comp\u00e9tence. Il travaille avec des universitaires de haut vol pour s\u2019assurer de la qualit\u00e9 des technologies retenues. Il existe en effet une tr\u00e8s grande vari\u00e9t\u00e9 de chimies possibles derri\u00e8re le vocable g\u00e9n\u00e9rique de Lithium-Ion. L\u2019audit montre que 3 pays savent vraiment faire&nbsp;: Chine, Cor\u00e9e, Japon.<\/p>\n\n\n\n<p>Pour les v\u00e9los, le Chinois Phylion, dirig\u00e9 par un des directeurs de l\u2019Institut de physique de P\u00e9kin, se diff\u00e9rentie avec un savoir-faire de tout premier plan.<\/p>\n\n\n\n<p>Les besoins de la Poste sont vastes en mati\u00e8re de v\u00e9hicules de distribution. Si les v\u00e9los et les voitures sont les plus nombreux, de nouveaux besoins apparaissent pour transporter plus de volume en centre-ville&nbsp;: petites voitures \u00e9lectriques (type \u00ab&nbsp;golfette&nbsp;\u00bb ) mais aussi des scooters avec 3 roues (deux roues \u00e0 l\u2019arri\u00e8re). La probl\u00e9matique est la m\u00eame que pour les v\u00e9los, mais plus complexe car la puissance des moteurs, la taille des packs de batteries, la vitesse, la l\u00e9gislation \u2026.rendent la mise au point des v\u00e9hicules plus d\u00e9licate, car une fois encore la demande pr\u00e9c\u00e8de l\u2019offre. Au final, c\u2019est l\u2019entreprise Ligier qui met au point les v\u00e9hicules les plus performants.<\/p>\n\n\n\n<p>Les technologies et les \u00ab&nbsp;packaging&nbsp;\u00bb des batteries sont en constante \u00e9volution, mais l\u2019\u00e9lectrochimie prend du temps et les mod\u00e8les d\u00e9velopp\u00e9s actuellement ne seront en circulation qu\u2019en 2030&nbsp;! Depuis environ 5 ans, le reste du monde se r\u00e9veille, dont les Europ\u00e9ens avec une quarantaine de projets en cours. Les Am\u00e9ricains mettent les bouch\u00e9es doubles pour revenir dans la course. Pour le moment l\u2019Asie garde une longueur d\u2019avance. A suivre.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Une exp\u00e9rience personnelle riche<\/h2>\n\n\n\n<p>Entre qualit\u00e9 des offres, capacit\u00e9 de production, continuit\u00e9 de la maintenance, contraintes \u00e9cologiques, volont\u00e9 de proximit\u00e9, compatibilit\u00e9 des prix, c\u2019est toutes les facettes de la fonction Achats que Sylvain Fresnault a g\u00e9r\u00e9 en direct. A l\u2019\u00e9couter, on comprend qu\u2019il en est fier. Il a appris beaucoup et donn\u00e9 beaucoup.<\/p>\n\n\n\n<p>Il en a tir\u00e9 quelques le\u00e7ons&nbsp;: les Chinois, manquant de p\u00e9trole, ne se posent pas de questions par rapport \u00e0 l&rsquo;\u00e9lectrique&nbsp;; ils s\u2019\u00e9pargnent les d\u00e9bats sans fin entre favorables et d\u00e9favorables et ils vont vite. \u00c0 Shanghai, les 2 roues thermiques sont carr\u00e9ment interdites en ville depuis 10 ans. Que n\u2019arrivons-nous pas \u00e0 une mesure semblable&nbsp;? Mais il est difficile en France de convaincre toutes les parties prenantes du bienfait de la r\u00e9duction de la pollution atmosph\u00e9rique et sonore due aussi aux deux roues (motos, scooters notamment). La r\u00e9sistance est tr\u00e8s forte. La conviction de Sylvain Fresnault n\u2019est pas moins forte. Il faut des motorisations \u00e9lectriques et des cha\u00eenes de productions qui les rendent possibles. Pour lui, ce n\u2019est plus une option&nbsp;; il faut y aller.
