Le gouvernement, autrefois, renvoyait au soin pris sur quelque chose d\u2019une fa\u00e7on bien plus g\u00e9n\u00e9rale que le sens pris de nos jours qui le relie \u00e0 l\u2019Etat, \u00e0 l\u2019ensemble des ministres responsables devant le Parlement.<\/p>\n\n\n\n<p>C\u2019est avec cette d\u00e9finition en t\u00eate qu\u2019il convient de lire ce que Rousseau (Jean-Jacques pour les intimes) \u00e9crivait en 1762 dans le Contrat Social. On comprendra que les divisions qui irr\u00e9ductiblement marquent le gouvernement des choses et des hommes ne date pas d\u2019hier et ne finira pas demain. L\u2019ami JJ se pose la question de savoir quel pourrait \u00eatre le bon gouvernement (la formule consacr\u00e9e aujourd\u2019hui n\u2019est-elle pas quelque chose comme \u00ab&nbsp;\u00eatre \u00e0 l\u2019\u00e9coute&nbsp;\u00bb ou \u00ab&nbsp;participatif&nbsp;\u00bb). Il y r\u00e9pond ainsi.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Cependant on ne la r\u00e9sout point, <\/em>[la question du bon gouvernement<em>] parce que chacun veut la r\u00e9soudre \u00e0 sa mani\u00e8re. Les sujets vantent la tranquillit\u00e9 publique, les citoyens la libert\u00e9 des particuliers ; l\u2019un pr\u00e9f\u00e8re la suret\u00e9 des possessions, et l\u2019autre celle des personnes ; l\u2019un veut que le meilleur gouvernement soit le plus s\u00e9v\u00e8re, l\u2019autre soutient que c\u2019est le plus doux ; celui-ci veut qu\u2019on punisse les crimes, et celui-l\u00e0 qu\u2019on les pr\u00e9vienne\u00a0; l\u2019un trouve beau qu\u2019on soit craint des voisins, l\u2019autre aime mieux qu\u2019on en soit ignor\u00e9 ; l\u2019un est content quand l\u2019argent circule, l\u2019autre exige que le peuple ait du pain. Quand-m\u00eame on conviendrait sur ces points et d\u2019autres semblables, en serait-on plus avanc\u00e9 ?<\/em><\/p><cite>Contrat social Livre III Chapitre 9<\/cite><\/blockquote>\n\n\n\n<p>La derni\u00e8re interrogation est touchante. M\u00eame si on s\u2019entendait sur tout, est-ce qu\u2019on s\u2019entendrait mieux&nbsp;? Et on peut croire que non. Quelle terrible destin\u00e9e que d\u2019\u00eatre ensemble&nbsp;? Quelle plus terrible destin\u00e9e que d\u2019\u00eatre seuls. Pas de quoi renoncer \u00e0 la dispute qui est de nos habitudes, mais de quoi se dire qu\u2019elle devrait se mod\u00e9rer.
